For students who are not in the student’s home country is not allowed to be registered through the Indonesian Embassy/Consulate General in the participating countries (non-citizenship).

RIGHT AND OBLIGATIONS

  1. Darmasiswa participants are entitled to get an education at selected tertiary institutions which are in accordance with the learning guidelines standards set by the Ministry.
  2. Darmasiswa participants are entitled to get academic and non-academic services during the program.
  3. Darmasiswa participants receive protection for their safety and security while in the campus environment and / or participate in programs organized by tertiary institutions.
  4. Darmasiswa participants are allowed to take part in activities organized by universities or other institutions with the permission of the managing tertiary institution.
  5. Darmasiswa participants receive a scholarship component in the form of living expenses and accommodation assistance costs, with the amount as follows:
    • a. The monthly living allowance is Rp2,000,000 (two million rupiah)
    • b. Boarding assistance of Rp950,000 (nine hundred fifty thousand rupiah) for region 1 and Rp550,000 (five hundred fifty thousand rupiah) for region 2.
    • c. Region 1 consists of: DKI Jakarta, Bogor, Banten, Cikarang, Depok, Batam, Bandung, Surabaya, Bali, Manado, Makassar, Ambon, Aceh, and Samarinda.
    • d. Region 2 consists of: Medan, Padang, Palembang, Lampung, Purwokerto, Semarang, Yogyakarta, Surakarta and Malang.
  6. Participants get health insurance services through BNI Life providers and BNI Life cards that are distributed to participants at the time of arrival orientation.
  7. Darmasiswa Participants are given accommodation and transportation during the Program Orientation if the arrival of Participants is according to the arrival schedule determined by the Bureau. If the Darmasiswa participants attend outside the specified schedule, the costs will be borne by each participant.
    • a. Darmasiswa participants will receive a settlement allowance of Rp1,000,000.00 (one million rupiah).
    • b. Darmasiswa participants can be assisted by the Managing Higher Education and PKLN Bureau of the Ministry of Education and Culture in administering immigration documents.
  8. Darmasiswa participants are assisted by Managing Universities in finding housing.

OBLIGATION

  1. Darmasiswa participants are required to sign the Darmasiswa Scholarship Contract from the local RI representative office before departure to Indonesia and the Contract with Universities after arriving at the university.
  2. Darmasiswa participants must be present on the date and time of arrival in Indonesia as determined by the PKLN Bureau.
  3. Darmasiswa participants are advised to have travel insurance.

ACADEMICS REGULATIONS

CLASSROOM RULES

  1. Students must dress courteously and with decency during their study in classroom and on campus (sleeveless tops, shorts and sandals are prohibited).
  2. Cell phones are to be turned off during study in the classroom.
  3. The allowable maximum lateness is 15 minutes.
  4. Provider must be informed about the absence (sickness, family matters, etc.).

CLASSROOM ATTENDANCE

  1. The minimum class attendance is 75% of the total class sessions per month.
  2. The final exam / study completion can only be followed by participants if the total number of attendees in the class is at least 75% of the total number of meetings during the semester.
  3. Permission for nor attending a class session are given to the DRI participants only for the following conditions:
    • Illness (a doctor’s written statement must be presented).
    • Parents/Family visit (allowable maximum class absence is 1 week).
    • Immigration matters.
    • On duties assigned by the Host University.

ACADEMIC ACTIVITIES

  1. Altering the selected field of study or host university is not permitted.
  2. Participants overdue arrival to the University at least 1 month after program started at the University.
  3. Travelling out of Indonesia during academic period of study is not permitted, except for emergency, such as: unexpected death or severe illness of parents and completion of study/graduation ceremony in the origin country.
  4. Travelling out of Indonesia is only permitted for 1 (one) time, namely during an academic holiday with written notification to the University, unless the parent is seriously ill or dies, completing studies in the country of origin, taking medication, as long as the truth is justified.
  5. DRI participants must submit a written final report to the Host University and Ministry of Education and Culture upon their completion of study in Indonesia.
  6. Universities are obliged to report written evaluation of study results and reports of payment of tuition allowances, operational costs, living expenses, and accommodation assistance to the Ministry at the end of odd and even semester after the lecture period ends.

ISSUANCE OF CERTIFICATES
Only participants who meet the academic requirements and take the study completion test can get a certificate of study results or a certificate of success and study completeness from the Higher Education Organizers.

SANCTIONS
DRI participants are subject to imposition of sanctions under the following conditions:

  1. Any participants who fail to meet the minimum attendance requirement of 75% of the total class sessions in 1 semester are not eligible to sit for an achievement test and/or receive a certificate.
  2. Any participants who commit a violation against the other academic regulations (exclusive of classroom attendance) for the first time will be given a spoken reprimand by the authority of the Host University. Upon the second violation, the participants will be given a Letter of Reprimand 1 (SP1). Upon the third violation, the participants will be given a Letter of Reprimand 2 (SP2). Upon another violation, the participants will be given a Letter of Reprimand 3 (SP3). Upon issuance of Letter of Reprimand 3 (SP3), the scholarship is terminated and the participants are not eligible to sit for the achievement test of the study and deportation.

NON ACADEMICS REGULATIONS

A. LEGAL

  1. Must comply with the prevailing laws and regulations of the Republic of Indonesia.
  2. Must comply with the existing regulations of the Host University.
  3. Must not work/earn a living while studying in Indonesia.
  4. Must not engage in political activities.
  5. Must not engage in criminal activities.
  6. Not spreading the ideology contrary to Pancasila and the 1945 Constitution.
  7. Must not get involved with drug trafficking (either as a drug abuser or trafficker).

B. SOCIAL

  1. Must not bring along any family members even if it is at their own expense during the study.
  2. Must not perform immoral acts.
  3. Must be able to adapt and interact with the surrounding people and culture.
  4. Must not perform any activities related to certain indoctrination.
  5. Not allowed to get married in Indonesia while participating in the Darmasiswa program..
  6. Do not violate social norms in the environment where participants learn

C. SANCTIONS

  1. Any participants who commit a violation against the prevailing laws and regulation of the Republic of Indonesia are subject to imposition of sanctions in accordance with the prevailing laws and regulations of the Republic of Indonesia.
  2. Any participants who commit a violation against the existing regulations of the Host University are subject to imposition of sanctions in accordance with the prevailing regulations of the Host University and/or Letter of Reprimand issued by the authority. Host University with the approval from BPKLN may repatriate any participants for their commission of a violation.
  3. If the participants violating points 1 and / or 2 do not heed the sanctions given at points 1 and / or 2, the Darmasiswa participants will be dismissed from the program and returned to the country of origin concerned at their own expense.

ADMINISTRATIVE AND FINANCIAL REGULATIONS

  1. The scholarship granted to the participants conforms with the maximum 12 month of study program (according to each universities regulation).
  2. Any participants who intend to terminate their term of study before the program in the university ends are only entitled to the allowance for the month, they are to leave for their origin country.
  3. DRI participants receive their monthly allowance in the first week of each month.
  4. Participants with an attendance of less than 75% in 1 month are penalized:
    • A. 25% deduction of living cost benefits on first offense;
    • B. 50% deduction from living cost benefits for the second offense;
    • C. 75% deduction from living cost benefits for the third offense;
    • D. 100% deduction from living cost benefits for the fourth and subsequent violations.
  5. DRI participants will receive their monthly allowance providing that they remain in Indonesia during their academic period of study and academic holidays.
  6. The scholarship will be paid in 2 (two) stages, at the beginning of arrival and the second semester of the following year. The second stage of payment is paid after an evaluation of the number of active students in the second semester, and financial evaluation.
  7. The second stage of payment takes into account the balance of funds in the first phase, and the shortfall in semester 2 needs.
  8. Universities are required to return funds if there are excess funds because there are participants who: resign, leave early, and do not meet the number of attendances per month.
